Artificial intelligence (AI) offers unprecedented opportunities but also carries grave risks if left unchecked, UN Secretary-General Ant\u00f3nio Guterres<\/strong> told the Security Council during a high-level debate on Wednesday.<\/p>\n\n\n\n

\n

\u201cAI is no longer a distant horizon \u2013 it is here, transforming daily life, the information space, and the global economy at breathtaking speed. The question is not whether AI will influence international peace and security, but how we will shape that influence.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n

Promise and Peril<\/h3>\n\n\n\n

Mr. Guterres highlighted AI\u2019s potential to anticipate food insecurity<\/strong>, support de-mining<\/strong>, and detect violence before it erupts<\/strong>. Yet without safeguards, he cautioned, AI can be weaponised.<\/p>\n\n\n\n

Recent examples include:<\/p>\n\n\n\n

    \n
  • AI-enabled targeting in armed conflicts<\/strong><\/li>\n\n\n\n
  • Cyberattacks<\/strong> on critical infrastructure<\/li>\n\n\n\n
  • Deepfakes<\/strong> spreading disinformation, polarisation, and diplomatic crises<\/li>\n<\/ul>\n\n\n\n
    \n

    \u201cThe ability to fabricate and manipulate audio and video threatens information integrity\u2026 humanity\u2019s fate cannot be left to an algorithm,\u201d<\/em> he warned.<\/p>\n<\/blockquote>\n\n\n\n

    Four Global Priorities<\/h3>\n\n\n\n

    The UN chief urged governments to:<\/p>\n\n\n\n

      \n
    1. Maintain human control<\/strong> over the use of force<\/li>\n\n\n\n
    2. Develop coherent global regulations<\/strong> for AI<\/li>\n\n\n\n
    3. Protect information integrity<\/strong><\/li>\n\n\n\n
    4. Close the \u201cAI capacity gap\u201d<\/strong> between rich and poor nations<\/li>\n<\/ol>\n\n\n\n

      He reiterated his call for a ban on lethal autonomous weapons systems<\/strong> that operate without human control, with the goal of adopting a legally binding treaty by next year. Decisions on nuclear weapons<\/strong>, he stressed, \u201cmust rest with humans \u2013 not machines.\u201d<\/p>\n\n\n\n

      Governance Efforts Underway<\/h3>\n\n\n\n

      Mr. Guterres pointed to recent steps, including:<\/p>\n\n\n\n

        \n
      • An independent scientific panel on AI<\/strong><\/li>\n\n\n\n
      • A global dialogue on AI governance<\/strong>, convening in New York<\/li>\n<\/ul>\n\n\n\n

        These initiatives aim to connect science, policy, and practice<\/strong>, ensuring all nations have a voice and reducing governance fragmentation.<\/p>\n\n\n\n

        Calls for Inclusion<\/h3>\n\n\n\n

        Yejin Choi<\/strong>, Senior Fellow at Stanford University\u2019s Institute for Human-Centered AI, warned that current AI progress is concentrated among a few companies and nations.<\/p>\n\n\n\n

        \n

        \u201cWhen only a few have the resources to build and benefit from AI, we leave the rest of the world waiting at the door.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n

        She urged investment in smaller, adaptive systems<\/strong> that lower entry barriers, and pressed for stronger linguistic and cultural diversity<\/strong>, noting AI\u2019s persistent underperformance in non-English languages.<\/p>\n\n\n\n

        Act Without Delay<\/h3>\n\n\n\n

        Closing the session, Mr. Guterres warned that time is running out to establish effective rules.<\/p>\n\n\n\n

        \u201cFrom nuclear arms control to aviation safety, humanity has faced destabilising technologies before \u2013 and responded with rules, institutions, and respect for human dignity.
