Graduation occurs when countries reach minimum thresholds in income, human assets, and economic resilience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the centre of discussions was the <strong>Doha Programme of Action (DPOA)<\/strong>, which aims to support <strong>15 additional countries<\/strong> in graduating from LDC status by <strong>2031<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Graduation Is Not the Finish Line<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">While graduation marks progress, many LDCs remain <strong>highly vulnerable<\/strong> to climate shocks, conflict, debt distress, and global trade disruptions. UN experts warned that without <strong>tailored post-graduation support<\/strong>, progress can quickly unravel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Closing the meeting, <strong>Rabab Fatima<\/strong>, UN High Representative for LDCs, Landlocked Developing Countries and Small Island Developing States, said the discussions reflected a shared determination to make graduation a genuine turning point.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cThere is a strong collective will to ensure that graduation becomes a gateway to resilience, opportunity and sustainable prosperity,\u201d she said, calling for deeper cooperation and concrete incentives to support countries beyond graduation.<\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Learning from Countries in Transition<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Countries preparing to graduate\u2014including <strong>Bangladesh<\/strong>, <strong>Lao People&#8217;s Democratic Republic<\/strong>, and <strong>Nepal<\/strong>\u2014shared lessons from their national transition plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">States that have already graduated highlighted the challenges of <strong>phasing out preferential trade benefits<\/strong> and concessional support, stressing the importance of <strong>Smooth Transition Strategies<\/strong>\u2014nationally owned plans that help governments adapt to reduced international assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Delegates agreed these strategies must be:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Realistic and country-led<\/li>\n\n\n\n<li>Integrated into long-term development planning<\/li>\n\n\n\n<li>Supported by continued international cooperation<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Boosting Productive Capacity and Trade<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting emphasized the need to strengthen <strong>productive capacity<\/strong>, particularly through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Digital transformation<\/strong><\/li>\n\n\n\n<li><strong>Green and climate-resilient industries<\/strong><\/li>\n\n\n\n<li>Expanded and diversified <strong>trade opportunities<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These measures are seen as essential for helping LDCs withstand volatile global economic conditions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>New Funding for Transition Support<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A key outcome was renewed backing for the <strong>iGRAD Facility<\/strong>, which supports countries during the graduation transition period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Qatar Fund for Development<\/strong> announced a <strong>$10 million pledge<\/strong> to strengthen the facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its Director General, <strong>Fahad Hamad Al-Sulaiti<\/strong>, said the contribution reflects Qatar\u2019s commitment to turning the DPOA into <strong>measurable progress<\/strong>, highlighting the power of collective action in supporting vulnerable economies.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What Comes Next<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting concluded with the <strong>Doha Agreed Statement on Global Partnerships for Sustainable Graduation<\/strong>, outlining principles for a more incentive-based and coordinated approach to supporting graduating countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A detailed summary of recommendations will be prepared by <strong>Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States<\/strong> and submitted to the <strong>UN General Assembly<\/strong> ahead of key global discussions in <strong>2027<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senior UN officials and development partners meeting in Doha have reaffirmed their commitment to helping the world\u2019s Least Developed Countries (LDCs) transition toward lasting stability and prosperity\u2014while ensuring that hard-won development gains are not lost once countries leave the LDC category.
